MINUTES OF THE MEETING OF CLYRO COMMUNITY COUNCIL
ADVISORY/LIAISON COMMITTEE
HELD IN THE VILLAGE HALL ON WEDNESDAY 30 JULY AT 7PM

PRESENT:

PURPOSE OF COMMITTEE: The Committee is a sub-committee of Clyro Community Council formed to establish a better understanding of the operation of Hillcrest Pentwyn School, discuss current community concerns regarding the school, suggest ways to improve relationship between school and community, and report findings to Clyro Community Council for action if required.

OPEN DISCUSSION:
The meeting took the form of an open discussion with everyone present having the opportunity to raise his or her concerns and making comments and observations. David gave an overview on the current operation at the school, including the admission criteria for young persons, current legislation regarding control and restraint, and recent changes, introduced at the request of the police, to the missing person protocol. Outside activities were used, when available and where appropriate, to help develop self-confidence and build self-esteem. "Care" is regulated by CSSIW, latest report is available to committee members, and Education" by ESTYN, who are due to carry out a full inspection in November.
David was thanked for a most helpful presentation and openness in answering questions raised, resulting in a greater understanding of the school. David renewed his offer for anyone to contact him to arrange a site visit.
It was agreed that ways should be explored to involve the school in the community. It was a pity that so few villagers had taken up the offer to attend the recent open day, efforts would be made next year to increase attendance. Brian would ensure pupils and staff were invited to Christmas Carol Concert.

PRESENT:
Cllr Morgan (Chairman), Cllr Hood, Cllr Williams, Cllr Green, Cllr Brown, Cllr Price, Cllr Wheeler, Maris Watkins.

The Chairman read the proposals which he also passed around to those present. The meeting was held, following the community council’s proper meeting, in order to establish the format of the above committee.

Cllr Williams suggested the sub committee meet regularly, possibly every 6 weeks. This was generally accepted, unless there was some matter which needed more urgent action, in which case a meeting would be called at an earlier time.

It was suggested that the meetings be held in Clyro Village Hall, and that the community council and Hillcrest Pentwyn share the cost.

The Chairman would be elected at the first meeting and hold the post for 12 months. Should there be any problems, these should be reported back to the Chairman of Clyro Community Council.

It was decided that Cllr Brown would act as clerk, and produce the minutes of the meetings.

Maris Watkins asked if specialists could be asked to the meetings. This would be possible but only as long as all were in favour.

The meeting took the form of an open discussion with everyone present having the opportunity to raise his or her concerns and making comments and observations.
David gave an overview on the current operation at the school. Currently five young people with two referrals under consideration. Present staffing level sixteen RSW's on two shifts. much in excess of legal requirements. Only one incident of note since last committee meeting when. on 11September. two boys absconded and the police were involved. David again detailed the admission criteria an objective remains to take on the right young person to fit in with both the existing boys and the community. David again made the point that this objective was more important than financial considerations. Ways to involve the school in the community were discussed.
Maris tabled a document which was compiled following conversations with local residents. It was pleasing to note the positive points and members of the committee were urged to ensure that this message is spread throughout the community. It was agreed that the final point in the document is outside the remit of this committee and residents should take this matter up directly with Government.
The points detailed in the document were discussed at length. At times the debate became heated and confrontational, with matters of an historical nature being resurrected. Everyone was reminded that the committee was formed to look forward not backward, with a line being drawn in the sand when this group was formed.
