MINUTES OF THE ANNUAL GENERAL MEETING OF CLYRO COMMUNITY COUNCIL

held in the Village Hall on

MINUTES
Minutes of the Annual General Meeting of the Community Council held in May 2005 were agreed by Councillors and signed by the Chairman.

The Chairman then read his report to Councillors.

CHAIRMAN'S REPORT

I would like to thank all Councillors, our County Councillor, and Catriona, for their continued support and advice over the past year.

A lot of planning applications, probably 15-20, have passed through the Council during the past year. We pass comment on all of them. Most of the time our comments seem to have little effect, but occasionally, as with Cwm Pelved, and with a little help from the planning committee, we get the right result, although these seem to be few and far between.

Councillors have attended various site visits with Planning and Highways, and have also been involved with an appeal hearing. We have also been to Builth and Llandrindod Wells to attend planning liaison, and Radnorshire liaison, meetings, and very exciting they were.

We have had a presentation on the gas pipeline that may be running through part of our community.

Many documents have been read and reported on, and most of them recycled. We have monthly reports from our two Councillors who are on the board of school governors, and from time to time the police have visited us with crime statistics and local updates, as well as making attempts to sort out various parking problems.

We have made some alterations to the standing orders, and have been informed that community councils will no longer be consultees on licensing applications.

The bench, from above the school, has been returned at long last.

The Orchard development is now fully occupied.

We have a section on the community website: WWW.CLYRO.ORG, and this is attracting quite a number of visitors.

An annual undertaking for the Community Council is to purchase a wreath for Remembrance Day; this was duly done this year.

Following the December meeting, Councillors and eight members of the public stayed on for what has now become an annual event, and that is to share a glass of wine and mince pies to celebrate Christmas.

Lastly, but most importantly, I think that during the last year we have worked extremely well together, with all meetings having a friendly atmosphere.

Cllr. Hood thanked Cllr. B. Morgan for his chairmanship and leadership over the last year and said he would like to think he’d stand again.

ELECTION OF OFFICERS

CHAIRMAN 2006 - 2007
Cllr. Hood proposed that the Chairman continue for another year. This was seconded by Cllr. Wheeler. No other nominations were proposed. Cllr. B. Morgan agreed to stand. All Councillors voted in favour.

VICE-CHAIRMAN 2006 – 2007
Cllr. M. Morgan proposed, and Cllr. Green seconded, Cllr. Price. No other nominations were proposed. All voted in favour of Cllr. Price. Cllr. Price agreed to this, and accepted office, thanking the Community Council for its confidence.

SCHOOL GOVERNOR
Cllr. Williams said he thought it would be inadvisable for him at this time, just prior to the school inspection, to discontinue as governor. It was proposed by Cllr.Hood that Cllr. Williams continue as school governor for another year. This was seconded by Cllr.M. Morgan. All voted in favour.


Cllr. B. Morgan then signed a declaration of his acceptance of office for the next year.

County Councillor Mrs. Morris thanked the Community Council for its support over the last year and said that she had enjoyed being with the Community Council.

ACCOUNTS

The Clerk read out to Councillors details of the accounts for the year ending March 31 st 2006. These have yet to be approved by the internal auditor and can be formally accepted by the Council once this has happened.

The meeting was then closed by the Chairman at 7.55 pm. Minutes were taken by the Clerk.
