MINUTES OF THE MEETING OF CLYRO COMMUNITY COUNCIL

PRESENT: Cllr B Morgan(Chairman), Cllr V Price (Vice Chairman), Cllr H Wheeler, Cllr D Hood, Cllr G Green, Cllr C Drake,

83. APOLOGIES: Cllr E Brown, Cllr A Williams,(Cllr Williams arrived shortly after the meeting commence). Linda Hagland (Pentwyn)
84. MINUTES OF THE LAST MEETING: Those present approved the minutes and they were accepted as a true record and signed by the Chairman.
85. DECLARATION OF INTEREST (if any): There were none.
86. RESPONSIBLE PERSON for the duration of the meeting for fire regulations: Cllr B Morgan (Chairman) who pointed out all fire exits.
87. PLANNING MATTERS: including any updates on applications, including:
1. P2011 1296 Development of a pirate theme playground at Clyro Primary School, Clyro. Following some discussion councillors agreed that they had no objections apart from raising concerns about future car parking space.
88. MATTERS ARISING: These will include:
a. Community Council Assets – The Chairman confirmed that the assets had been inspected and there were no problems to report. .
b. Plaque on Village Green (Prince of Wales) – No update at present.
c. Jubilee Celebration Mugs – After lengthy discussion it was decided not to proceed with the purchase of mugs.
89. REPORTS ON DOCUMENTS READ, MEETINGS ATTENDED, ACTIVITIES etc including:
a. SCHOOL GOVERNOR’S REPORT
There was no report.
b. POLICE REPORT:
Date: Report regarding DECEMBER 2011
Neighbourhood area: Hay on Wye / Glasbury on Wye.
Priorities:
Deter and detect shoplifting incidents on the run up to Christmas
Reduce anti social behaviour in town during days and evenings by increased foot patrols in the area
Update of actions and further activities being undertaken:
Hay police dealt with 11 ASB calls mainly neighbourhood disputes, some of which are still being monitored and actioned utilising our ASBIS system and partnership working.
Increased foot patrols running up to Christmas with anti shoplifting in mind during the days and to reduce town and pub ASB in the evenings
Other issues of note:
26 crimes being dealt with by Hay section for December some of these being in Talgarth but predominantly Hay.
I have not been able to go into the detail as in other months but can report that there were 3 assault, 2 frauds, 2 Burglaries in town, 3 theft, 1 Offensive weapon, 9 drug possessions ( 5 cannabis and 4 other drugs).
c. REPORT FROM COUNTY COUNCILLOR MRS M MORRIS:
There was nothing to report at this time. Cllr Morgan asked why the ICT Forms could not be down loaded. Cllr Morris to follow this up.
d. REPORT FROM Hillcrest/Pentwyn
Linda had sent her apologies for the meeting, as she had to attend another meeting in Portsmouth. She stated that the boys had a wonderful Christmas and behaved impeccably. They had all returned to school with a positive attitude. Building work on the main Pentwyn Building is coming along.
90. CORRESPONDENCE:
1. POWYS COUNTY COUNCIL – Welsh in Education Strategic Plan. No action
2. POWYS COUNTY COUNCIL – Precept 2012/12 – Lengthy discussions were held regarding this. After looking at the forthcoming year’s expected expenses it was decided by a vote of five to one that the Precept should be raised. Cllr Green proposed this and Cllr V Price seconded the motion. Clerk to complete and send form to Powys County Council.
3. ONE VOICE WALES – 2011 2012 Dec/Jan Funding Letter – Newsletter. No action.
4. INDEPENDENT REMUNERATION PANEL FOR WALES – Annual Report 2011. No action.
5. ONE VOICE WALES – Consultation Exercise re Proposed Procedural Changes relating to advertising Traffic Regulation Orders. No action.
6. ONE VOICE WALES – Buckingham Palace Invitation 2012. No action.
7. ONE VOICE WALES – ‘Green Futures’ training programme. No action.
8. DYFED-POWYS POLICE AUTHORITY – Conclusion of Audit of Accounts year end 31

March 2011 (Clyro Community Council).
10. POWYS COUNTY COUNCIL – Jubilee Beacons. The Chairman announced that the council were not involved in this but that a beacon would be lit.
11. POWYS COUNTY COUNCIL – Village Hall Returns. NIL Returns, clerk to send form to Powys County Council.

Clerk’s salary £142.43. This was proposed by Cllr Williams and seconded by Cllr Drake, all were in favour. Also BT Direct Debit £49.80

There being no other business the meeting was CLOSED at 8.43pm.
